recommendations may be updated.Purpose and ScopeThe Engineering
Officer - Communications & Signals will be the primary subject
matter expert for all railroad signaling and communications
activities. The chosen person shall interact with many other signal
experts in many varied capacities to deliver the MBTA's mission as
it relates to railway signaling design and infrastructure.Duties &
ResponsibilitiesPrincipal Duties and ResponsibilitiesEnsure
compliance with all railroad rules and regulations for safety,
operations and the Federal Railroad Administration (FRA).Provide
long term planning and programs towards rehabilitation of railroad
signal and communication systems, develop technical requests and
applications to the MassDOT Utilities and Federal Railroad
Administration (FRA); Develop and controlinventory of all railroad
signal and communication facilities, installations and apparatuses
along with inventory of all repair materials; Develop and
controlstandards for signal and communication commensurate with an
efficient commuter rail system; Ensure contractor follows all
applicable FRA regulations regarding investigations and that all
applicable FRA reporting is delivered timely; Provide management
level quality control inspection of fixed plant, review monthly and
annual reports of tests and inspections; signal and communication
repair facilities; signal design, supervisory control systems;
grade crossings; wayside signals and interlocking; pole line, wire
and cables; communication equipment; electrical testing and
maintenance and electric switch heaters; energy conservation
andutilization; Attend meetings andprovide coordinated formal
responses with MBTA Departments, State and Federal Agencies,
Municipalities and Regional Transit Authorities.Respond to each
inquiry from a customer, vendor or co-worker in a professional and
courteous manner consistent with the Authority's customer service
quality standard. Drive a company or personal vehicle to visit work
sites and/or assist at emergencies and special events as
needed.Respond, either directly or through others, to emergencies
twenty-four (24) hours per day, seven (7) days per week.Uphold the
rights and interests of the Authority while building and
maintaining an effective relationship with employees.Perform
related duties and projects as assigned.Additional responsibilities

functions.Minimum Requirements & QualificationsMinimum EducationA
Bachelor's degree in Electrical or Electronic Engineering from an
accredited institution.Minimum Experience and Required SkillsA
minimum of 3 years working in a C& S Department for any
RailroadThree (3) years of electrical or electronic engineering
experience in the transportation, safety, security or related
fieldEffective organizational, analytical, multi-tasking, time
management and interpersonal skills.The ability to use Microsoft
Word, Excel, PowerPoint, and Database applications. The ability to
effectively communicate with regulatory agencies, community
organizations and others on technical and sensitive matters.A valid
driver's license is required.Excellent customer service and
presentation skills.The ability to work any and all shifts and/or
locations as assigned or directed.Be available to work twenty-four
(24) hours per day, seven (7) days per week.Have the ability to
supervise and work effectively with a diverse workforceAbility to
comprehend, communicate, and respond to instructions, orders,
signs, notices, inquiries, etc. in EnglishAbility to provide
internal and external customers with courteous and professional
